Each learner certificate has been issued upon the employers representation that employment of learners at subminimum rates is necessary in order to prevent cur tailment of opportunities for employ ment, and that experienced workers for the learner occupations are not available.
Rie certificates may be annulled or with drawn in the manner provided in the regulations, Part 528, and as indicated in the certificates. Any person aggrieved by the issuance of any of these cer tificates may seek a review or reconsid eration thereof within fifteen days after publication of this notice in the F ederal R egister pursuant to the provisions of Part 522.
