Findings. 1 Pursuant to the mar keting agreement and Order No. 22, as aoiended 7 CFR Part 922; 21 P. R. 4392, regulating the handling of Valencia oranges grown in Arizona and designated part of California, effective under the applicable provisions of the Agricultural Marketing Agreement Act of 1937, as amended <7 U. S. C. 601 et seq.; 68 Stat.
06, 1047, and upon the basis of the recommendation and information sub mitted by the Valencia Orange Adminis trative Committee, established under the said order, and upon other available information, it is hereby found that the limitation of handling of such Valencia oranges, as hereinafter provided, will tend to effectuate the declared policy of the act.
. 2 It is hereby further found that it is impracticable and contrary to the pub lic interest to give preliminary notice, engage in public rulemaking procedure, and postpone the effective date of this wnendment until 30 days after publica tion thereof in the F ederal R egister 60
