Section 728.708 is issued to announce the results .of the wheat marketing quota referendum for the marketing year, July 1 1957 through June 30, 1958 under the provisions of the Agricultural Adjust ment Act of 1938, as amended. The Sec retary proclaimed a marketing quota for wheat foE the 1957-58 marketing year 21 p. r . 3217. The Secretary an
nounced 21 P. R. 3234 that a referen dum would be held on July 20, 1956 to determine whether wheat producers were in favor of or opposed to marketing Quotas for the marketing year July 1, 1957 through June 30, 1958. Since the only purpose of this proclamation is to announce results of the referendum, it is found and determined th at with re spect to this proclamation application of the notice, and procedure provisions of the Administrative Procedure Act is un necessary.
728.708 Proclamation of the results of the wheat marketing quota referen dum for the marketing year 1957-58. In a referendum of farmers engaged in the production of wheat for the 1957 crop held on July 20, 1956, 280,466 farmers voted. Of those voting 245,081 or 87.4
Percent favored quotas for the marketing year beginning July T, 1957. Therefore, wheat marketing quotas will be in effect for the 1957-58 marketing year.

22, as amended 7 CFR Part 922; .21 P. R.
4392, regulating the handling of Va lencia oranges grown in Arizona and des ignated part of California, effective un der the applicable provisions of the Agricultural Marketing Agreement Act of 1937, as amended 7 U. S. C. 601 et seq.; 68 Stat. 906, 1047, and upon the basis of the recommendations and infor mation submitted by the Valencia Orange Administrative Committee, es tablished under the said order, and upon other available information, it is hereby found th at the limitation of handling of such Valencia oranges, as hereinafter provided, will tend to effectuate the de clared policy of the act.

It is hereby further found that is impracticable and contrary to the pub lic interest to give preliminary notice, engage in public rule making procedure, and postpone the effective date of this section until 30 days after publication thereof in the F ederal R egister 60 Stat.
237; 5 U. S. C. 1001 et seq. because the time intervening between the date when information upon which this section is based became available and the time when this section must become effec tive in order to effectuate the declared policy of the act is insufficient, and a rea sonable time is permitted, under the cir cumstances, for preparation for such ef fective time; and good cause exists for making the provisions hereof effective as hereinafter set forth.
