WHEREAS section 31 of . the Organic Act of Guam Public Law 630, 81st Con gress, approved August 1, 1950, pro vides:
T he incom e-tax laws in force in the United States o f Am erica and those which may hereafter be enacted shall be held to be likewise in force in Guam.

AND WHEREAS section 34 of the said Organic Act of Guam provides:
Upon the 21st day o f July 1950, the an n i versary o f the liberation o f th e island o f Guam by the Arm ed Forces o f the U n ited States in W orld W ar I I , th e au th ority and powers conferred by this A ct shall come into force. However, th e President is au thorized, for a period not to exceed one year from the date o f enactm ent of, th is Act, to continue th e adm inistration o f Guam in all or in some respects as provided by law, Ex ecutive order, or local regulation in force on the date o f enactm ent o f this Act. T h e President may, in his discretion, place in operation all or some o f th e provisions o f this Act i f practicable before the expiration o f the period o f one year.

NOW, THEREFORE, by virtue of the authority vested in me by section 34 of the said Organic Act of Guam, it is here by ordered that the provisions of section 31 of the said Act shall be in operation as of January 1,1951.
