the Government shall be limited to the movement of such potatoes to the nearest port. Any such agency or institution desir ing to acquire surplus potatoes shall make application to the Secretary of Agriculture.

Pursuant to the authority contained in section 3 of Public Law No. 471, 81st Congress, the following policies of the Secretary of Agriculture and the Com modity Credit Corporation are hereby issued for the disposal of 1949 crop Irish potatoes:
