Pursuant to subsection e of section 3 of the First Decontrol Act of 1947, it is hereby certified that the allocation of ammonium nitrate for export and the allocation of fats and oils, including combinations and mixtures thereof, with or without other substances, oil-bearing seeds, beans and nuts, and parts thereof, fatty acids, oil cake and oil cake meal, meat and meat products, butter, grain and grain products, rice and rice prod ucts, dried beans and peas, and soap and soap powder are necessary to meet inter national commitments.
