stitute of I nter -A merican A ffairs and the I nter -A merican E ducational F oundation By virtue of the authority vested in me by the Constitution and statutes of the United States, including Title I of the First W ar Powers Act, 1941 55 Stat. 838, as President of the United States and.
Commander in Chief of the Army and Navy of the United States, it is hereby ordered as follows:
1. The Secretary of W ar is hereby au thorized to detail on a temporary basis an officer of the Army for military duty with the Institute of Inter-American A f fairs and the Inter-American Educa tional Foundation, Inc., two Government corporations created by the Office of the Coordinator of Inter-American Affairs and transferred to the Department of State by Executive Order No. 9710 of April 10, 1946.
2. Any Army officer detailed for duty under authority of this order shall, while so detailed, retain and be entitled to all rights, benefits, promotions, and status of an officer of the Army of the United States, or any component thereof.

F.R. 7182, which requires that, during the calendar month of July 1946, each producer shall set aside a quantity of evaporated milk equal to 50 percent of all evaporated milk produced by him in such month, is terminated as of 12:01
a. m., e. s. t., July 1,1946.
The termination of said W ar Food Or der No. 148-3, as effected herein, shall not be construed to affect in any manner, the terms, provisions, and requirements of, any violations of, or any rights ac crued, liabilities incurred, or appeals taken under or in connection with, W ar Food Order No. 148 11 F.R. 5995, W ar Food Order No. 148-1 11 F.R. 5996, and W ar Food Order No. 148-2 11 F.R.

Adopted by the Civil Aeronautics Board at its office in Washington, D. C., on the 30th day of July 1946.
Effective July 30, 1946, 42.45 of the Civil Air Regulations is amended by strik ing August 1, 1946, respecting the filing of an application for an air carrier oper ating certificate, and inserting in lieu thereof September 15,1946, to read as fol lows:
