By virtue of the authority vested in me by section 1753 o f the Revised Statutes o f the United States U.S.C., title 5, sec.
631, and as President o f the United States, it is hereby ordered as follows:
1. No officer or employee of the G ov ernment shall directly or indirectly in struct or be concerned in any manner in the instruction of any person or classes of persons with a view to their special preparation for the examinations of the United States Civil Service Commission or the examinations o f the Boards o f Ex aminers for the Foreign Service of the Department o f State: Provided, That this order shall not be construed to pre vent any agency of the Government from utilizing Government facilities and the services of Federal officers and employees whenever such facilities or services may be necessary or useful in carrying out the duties imposed upon such agency by law in the training and testing of disabled members or former members of the armed forces of the United States or in the conduct of educational or training programs which are open exclusively to members or former members of the armed forces: Provided further, That due credit in civil service examinations shall be given by the Civil Service Com mission to any member or former mem ber of the armed forces of the United States who has satisfactorily completed any such educational or training pro gram conducted by a Government agency.
2. Violation of the provisions of this order by any officer or employee of the Government shall be considered suffi cient cause for removal from the"service.
3. This order supersedes Executive Or ders No. 359 of October 13, 1905, No. 1277

Pursuant to the authority vested in the Secretary of Agriculture under sections 7 to 17, inclusive, of the Soil Conservation and Domestic Allotment Act, as amended, and in the W ar Food Administrator by Executive Order No. 9322 as amended by Executive Order No. 9334,, the 1943 Agri cultural Conservation P r o g r a m , as amended, is further amended as follows:

1 Corn. 3.0 cents per bushel of the normal yield of corn for the fstrm for each acre in the corn allotment.
