9254, dated the 12th day of October 1942, the Secretary of the N avy was authorized and directed by the President to take possession of and operate the plants of Triumph Explosives, Incorporated, lo cated at Elkton, M aryland, insofar as might be necessary or desirable to p ro
duce safely and effectively the kind, Quantity, and quality of w ar materials called for by contracts with the United States; and W H E R E A S on the 13th day of October 1942; the Secretary of the Navy, acting pursuant to such direction, took and has retained possession of the said plants of Triumph Explosives, Incorporated, lo cated at Elkton, M aryland; qnd W H E R E A S the said Executive order provides that possession and operation of any plant thereunder shall be termi nated by the President as soon as he de termines that such plant will be operated privately in a m anner consistent with the war effort; and W H E R E A S it now appears, and the President does so determine, that the said plants of Trium ph Explosives, In
corporated, will be privately operated in a manner consistent with the w ar effort:
N O W , TH E R E FO R E , I, F R A N K L IN D.
ROOSEVELT, as President of the United States,- and as Commander in Chief of the Army and Navy of the United States, hereby direct the Secretary of the N avy to relinquish possession of the said plants of Triumph Explosives, Incorporated, lo cated at Elkton, Maryland to Trium ph Explosives, Incorporated, as of midnight on Sunday, February 28, 1943, and to issue the necessary orders for carrying out this direction.

Section 10.29 of Title 6, Code of Fed
eral Regulations, is amended to read as follows;
10.29 Special payments.
A bank may accept special payments on a bank loan or payment in full thereof either before or after 5 years from the date the loan was made. W here payment arises from the refinancing of the loan from a non-Government lending source and the loan has not been in force fo r at least 5 years, the bank may collect from the borrower such a sum as will reimburse it for the expense of making the loan. In all other cases of special principal payments or full payment of bank loans, the bank should not charge a prepayment fee nor should it ordinarily charge interest beyond the date the funds are received.
