A PR O C LA M A TIO N
W HEREAS on M ay 20, 1941, with a view to ensuring the most effective cor relation and use o f the instruments of civilian defense, I established by Ex ecutive order the Office of Civilian Defense1; and WHEREAS by my proclamation of May 27, 1941,2 I declared that an unlimited national emergency confronts this coun try, which requires that its military, naval, air, and civilian defenses be put on a basis of readiness to repel any and all acts or threats of aggression directed toward any part of the Western Hem i sphere; and W HEREAS it is the manifest duty and desire of every person in the United States to participate in measures essential to civilian defense:
NOW, THEREFORE, I, F R A N K L IN D.
ROOSEVELT, President of the United States of America, do hereby designate the period commencing on Armistice Day, Tuesday, November 11,1941, and continu ing through Sunday, November 16, as a time for all persons throughout the N a tion to give thought to their duties and responsibilities in the defense of this country, and to become better informed of the many vital phases of the civilian defense program and of the opportunities which it offers for the participation of every individual American in the defense of our priceless heritage, and I request the Governors of the several States, T er ritories, and possessions of the United States to issue similar proclamations.
IN W ITNESS WHEREOF, I have here unto set my hand and caused the seal of the United States of America to be affixed.

W HEREAS the act o f September 2, 1937, 50 Stat. 917 U.S.C., title 16, sec. 69669j, provides for Federal aid to States in wildlife-restoration projects; and W HEREAS the State of Washington has set up a Federal Aid wildlife-restora tion project and is acquiring certain lands therefor in Okanogan County, which lands are to be administered by the State of Washington through its Game Commission as the Sinlahekin Deer W in
ter Range and W ildlife Refuge; and W HEREAS certain public lands within and adjacent to this area possess great wildlife value and could be administered advantageously in connection with the refuge; and W HEREAS the act of March 10, 1934, 48 Stat. 401 U.S.C., title 16, sec. 661-666, provides for cooperation with Federal, State, and other agencies in developing a Nation-wide program o f wildlife con servation and rehabilitation:
