By virtue of and pursuant to the au thority vested in me by the provisions of paragraph Eighth of subdivision SEC
OND of section 2 of the Civil Service Act of January 16,1883 22 Stat. 403,404, it is hereby ordered that, subject to the estab lishment before the Civil Service Com mission of the requisite qualifications in each case, the initial appointments to the two positions of assistant director of the Naval Civilian Police Corps of the Navy Department may be made without compliance with the competitive provi sions of the Civil Service Act and Rules.
This order is recommended by the Navy Department.
