A PROCLAMATION
WHEREAS section 6 of the act of Congress entitled AN ACT To expedite the strengthening of the national de fense, approved July 2, 1940, provides as follows:
Sec. 6. W henever th e P resident determ ines th a t it is necessary in th e in te rest of n a
tional defense to pro h ib it or cu rtail th e exportation of any m ilitary equipm ent or m unitions, or com ponent p a rts thereof, or m achinery, tools, or m aterials, or supplies necessary for th e m anufacture, servicing, or operation thereof, he m ay by proclam ation prohibit or c u rta il such exportation, except under such rules and regulations as h d shall prescribe. Any such proclam ation shall de scribe th e articles or m aterials included in the prohibition or c u rta ilm en t contained therein. In case of th e violation of any provision of any proclam ation, or of any rule or regulation, issued hereunder, such viola tor or violators, upon conviction, shall be punished by a fine of n o t more th a n $10,000.00 or by im prisonm ent for n o t m ore th a n two years, or by b o th such fine a n d im prison m ent. The -au th o rity g ranted in th is sec tion shall term in ate Ju n e 30, 1942, unless the Congress shall otherw ise provide.
NOW, THEREFORE, I, FRANKLIN D.
ROOSEVELT, President of the United States of America, acting under and by virtue of the authority vested in me by the aforesaid act of Congress, do hereby proclaim that upon the recommendation of the Administrator of Export Control I have determined that it is necessary in the interest of the national defense that on and after February 10, 1941, the fol lowing described articles and materials shall not be exported from the United States except when authorized in each case by a license as provided for in Proc lamation No. 24131 of July 2 1940, en titled Administration of section 6 of the Act entitled AN ACT To expedite the strengthening of the national defense approved July 2, 1940.:
