By virtue of the authority vested in me by the Civil Service Act 22 Stat. 403
and by section 1753 of the Revised Statutes of the United States U.S.C., title 5, sec. 631, it is ordered that the first sentence of the first paragraph of section 2 b of Civil Service Rule VII
be, and it is hereby, amended to read as follows:
b Selections. The nominating or appointing officer shall make selections for the first vacancy from not more than the highest three persons certified, or from the register, with sole reference to merit and fitness, unless objection shall be made and sustained by the Commis sion, to one or more of the persons cer tified, for any of the reasons stated in Rule V, section 3, or in the case of posi tions in Federal agencies concerned in preparedness and the national defense program, for such other reasons as may be approved by the Commission.

By virtue of and pursuant to the au thority vested in me by paragraph Eighth, subdivision SECOND, section 2 of the Civil Service Act 22 Stat. 404, it is ordered that paragraph 7, Subdivi sion I, Schedule A of the Civil Service Rules be, and it is hereby, amended to read as follows:
