3. In 1938, the expenses for travel, ap praisal, and advertising exceeded by $3,999.47 the amount found reasonable by the Secretary in his order.
4. The overhead expenses in 1938 were $114,430.62 in excess of the overheads found reasonable by the Secretary in his order.

5. The allowance found reasonable by the Secretary for interest failed by $17,148.72 to yield a 6 percent return on the amount invested by the petitioners in 1938.
6. The Secretarys order applied in 1938
resulted in a deficiency to the petitioners of $305,218.43 in operating expenses, a deficiency of $51,243.72 in interest on in vestment, and failed to produce a profit of $126,875.72 as was estimated that it should.
It appears that an opportunity for a hearing should be afforded to the peti tioners and to all other interested parties including the patrons of the petitioners for the purpose of determining whether the orders heretofore made in this pro ceeding should be modified.
It is, therefore, ordered, That P. & S.
Docket No. 145 be reopened for the pur pose of affording the petitioners and all other interested parties including pa trons of the petitioners an opportunity to appear and present such evidence as may be relevant and material to the matters alleged in the petition.
It is further ordered, That the matter be set down for public hearing before an examiner on March 4, 1940 at 10
a. m., in Room 2860, South Building, United States Department of Agricul ture, Washington, D. C.
It is further ordered, That this order and notice shall be published in the
