Areas in W hich S urplus C ommodities B ulletin N o . 4 S hall be E ffective
Pursuant to the applicable regulations and conditions prescribed by Henry A.
Wallace, Secretary of Agriculture of the United States of America, the agricul tural commodities and products desig nated as surplus food in Surplus Com modities Bulletin No. 4,1 approved by the Secretary of Agriculture, November 29, 1939, are hereby declared surplus food effective 12:01 a. m. E. S. T. December 15, 1939 and until further notice, in all areas heretofore designated by the Federal Sur plus Commodities Corporation, and pub lished in the F ederal R egister, as areas in which food order stamps may used.

Pursuant to the applicable regulations and conditions prescribed by Henry A.
Wallace, Secretary of Agriculture of the United States of America, the following areas are hereby designated as areas in which food order stamps may be used and in which the agricultural commodi ties and products listed in the applicable Surplus Commodities Bulletin on the effective dates of such areas shall be considered surplus foods.
The area within the city limits of Sioux City, Iowa, and the immediate environs thereof as defined by the local representative of the Federal Surplus Commodities Corporation.
The area within the city limits of Richmond, Virginia, and the immediate environs thereof as defined by the local 14 F.R. 4725 DI.
