Section 7 o f the R iver and Harbor A ct o f August 8, 1917, provides as follows:
Sec. 7. That it Rha.il be the duty of the Secretary of W ar to prescribe such regulations fo r the use, administration, and navi gation of the navigable waters of the United States as in his Judgment the public necessity may require for the protection of life and property, or of operations o f the United States in channel improvement, covering aU matters not speciflally delegated by law to some other executive department. Such regulations shall be posted in conspicuous and appropriate places, for the information of the public; and every person and every corporation which shall violate such regulations shall be deemed guilty o f a misdemeanor and, on conviction thereof in any district court of the United States within whose territorial jurisdiction such offense may have been committed, shall be punished by a fine not exceeding $500, or by imprisonment in the case of a natural person not exceed ing six months, in the discretion of the court.
THE REGULATIONS

2. Comm ercial statistics. a. As required by Section 11 o f the R iver and Harbor Act of September 22, 1922, owners, agents, masters and clerks o f vessels plying upon the abovedescribed waterways shall submit a report on such activities fo r statistical purposes which must contain the follow ing in form ation:
Name o f vessel.
Name and address of owner or operator.
Type of vessel steam, motor, sail, barge, or other type.
Net registered tonnage if not registered, approxi mate net tonnage.
Maximum draft at tim e o f passage.
Number of passengers.
Cargo by commodities, expressed in short tons, or other units by which such commodities are cus tom arily measured, giving origin and destination.
