The process of interregional competition within a highly integrated area is broadly based on the relative efficiency levels of the local economies and on their ability to adapt to new external conditions . The oil crises of the years 1974 and 1978 have rendered this process more competitive than ever by reducing the interregional mobility of resources and the availability of public funds and transfer payments to be used for regional re-equilibrium purposes.

The aim of the present research is to highlight the factors which lie behind the productivity performance of the regions of the Community in the period 1970 to 1978 .
