Call To Order.
On Wednesday, October 23, 2013 at 10:00 A.M., the Honorable Rahm Emanuel, Mayor, called the City Council to order. The Honorable Susana A. Mendoza, City Clerk, called the roll of members and it was found that there were present at that time: Aldermen Moreno, Fioretti, Dowell, Burns, Hairston, Sawyer, Holmes, Harris, Beale, Pope, Balcer, Cardenas, Quinn, Burke, Foulkes, Thompson, Thomas, Lane, OShea, Cochran, Munoz, Zalewski, Chandler, Solis, Maldonado, Burnett, Ervin, Graham, Reboyras, Suarez, Waguespack, Mell, Austin, Col6n, Sposato, Mitts, Cullerton, Laurino, P. Alderman Balcer led the City Council and assembled guests in the Pledge of Allegiance to the Flag of the United States of America.

Alderman Austin opened the meeting with prayer.
