For the same reasons, the AA finds that there is good cause to waive the 30day delay in effective date pursuant to 5 U.S.C. 553d3.
Since prior notice and an opportunity for public comment are not required to
be provided for this action by 5 U.S.C.
553, or by any other law, the analytical requirements of 5 U.S.C. 601 et seq. are inapplicable.
