Designated country refers to Andorra, Australia, Austria, Belgium, Brunei, Chile, Croatia, Czech Republic, Denmark, Estonia, Finland, France, Germany, Greece, Hungary, Iceland, Ireland, Italy, Japan, Latvia, Liechtenstein, Lithuania, Luxembourg, Malta, Monaco, the Netherlands, New Zealand, Norway, Poland, Portugal, Republic of Korea, San Marino, Singapore, Slovak Republic, Slovenia, Spain, Sweden, Switzerland, Taiwan, and the United Kingdom. The United Kingdom refers only to British citizens who have the unrestricted right of permanent abode in the United Kingdom England, Scotland, Wales, Northern Ireland, the Channel Islands, and the Isle of Man; it does not refer to British overseas citizens, British dependent territories citizens, or citizens of British Commonwealth countries. ACTION: Direct final rule; confirmation of effective date.
AGENCY:
The U.S. Nuclear Regulatory Commission NRC is confirming the effective date of October 19, 2021, for the direct final rule that was published in the Federal Register on August 5, 2021. This direct final rule amended the NAC International NACUMS
Universal Storage System listing in the List of approved spent fuel storage casks to include Amendment No. 8 to Certificate of Compliance No. 1015.
Amendment No. 8 revises the certificate of compliance to add the storage of damaged boiling-water reactor spent fuel, including higher enrichment and higher burnup spent fuel; change the allowable fuel burnup range; expand the boiling-water reactor class 5 fuel inventory that could be stored in the cask; and revise definitions in the technical specifications.
DATES: The effective date of October 19, 2021, for the direct final rule published August 5, 2021 86 FR 42681, is confirmed.

SUPPLEMENTARY INFORMATION: On August 5, 2021 86 FR 42681, the NRC
published a direct final rule amending its regulations in part 72 of title 10 of the Code of Federal Regulations for the NAC International NACUMS
Universal Storage System listing in the List of approved spent fuel storage casks to include Amendment No. 8 to Certificate of Compliance No. 1015.
Amendment No. 8 revises the certificate of compliance to add the storage of damaged boiling-water reactor spent fuel, including higher enrichment and higher burnup spent fuel; change the allowable fuel burnup range; expand the boiling-water reactor class 5 fuel inventory that could be stored in the cask; and revise definitions in the technical specifications. In the direct final rule, the NRC stated that if no significant adverse comments were received, the direct final rule would become effective on October 19, 2021.
The NRC did not receive any comments on the direct final rule. Therefore, this direct final rule will become effective as scheduled.
