1 A loaded wage rate is what a company pays per hour to employ a person, including the hourly wage and the cost of benefits health insurance, vacation, etc.. To calculate the load factor, we used the series IDs CMU3019200000000D for all workers and CMU3010000100000D for managers, professions and related occupations using the multi-screen database. Select Total Compensation and Wages and salaries. Select All workers or Managers, professional, and related occupations. Select Public Administration. Select All workers. Select United States. Select Cost of Compensation. Select Not seasonally adjusted. Finally, use values for the 4th Quarter of 2020 to calculate the load factor by dividing total compensation by wages and salaries.

For all provisions with costs to the Government, we use publicly available data found on OPMs website under Policy, Data, and Oversight and in the Congressional Budget Offices report, Comparing the Compensation of Federal and Private-Sector Employees, 2011 to 2015. We estimate labor costs attributed to the Government Coast Guard compliance officers, GS14
managers, GS13 computer technicians,
and the Commandant. We estimate the fully loaded labor costs for a GS13 and GS14 compliance officer at $71.03 and $79.48 respectively.41 We use a weighted average of the wage rates $73.14 for calculations. We estimate the wage rate for a GS14 manager at $79.48, the wage rate for a GS13
computer technician at $79.48, and the wage rate for the Commandant O10 at $163. This figure represents a loaded
wage rate for uniformed Coast Guard positions.42
For positions outside the Coast Guard, we use publicly available data from the BLS Occupational Compensation Survey to estimate wage rates for State and local positions that would be impacted by the proposed rule. We present the estimated wage rates and a summary of the data for the proposed rule in table 8.
