Description
Environmental Review
The Recipient shall submit the Environmental Review Notification Report each time the Recipient identifies a new proposed CMF project for which i a categorical exclusion does not apply and/or ii the Recipient determines that the proposed project does involve actions that normally require an Environmental Impact Statement, as described in 12 CFR Part 1815. The Environmental Review Notification Report must be submitted to the CDFI
Fund no later than one hundred eighty 180 days prior to the date that the funds are Committed to a Project.
5 Personally Identifiable Information PII is information, which if lost, compromised, or disclosed without authorization, could result in substantial harm, embarrassment, inconvenience, or unfairness to an individual. Although Applicants are required to enter addresses of homes and other properties in AMIS, Applicants should not include the following PII for the individuals who received the financial products or services in AMIS or in the supporting documentation i.e., name of the individual, Social Security Number, drivers license or state identification number, passport number, Alien Registration Number, etc.. This information should be redacted from all supporting documentation if applicable.
Each Recipient is responsible for the timely and complete submission of the annual reporting documents. The CDFI
Fund will use such information to monitor each Recipients compliance with the requirements set forth in the Assistance Agreement and to assess the impact of the CMF. The CDFI Fund reserves the right, in its sole discretion, to modify these reporting requirements if it determines it to be appropriate and necessary; however, such reporting requirements will be modified only after notice to Recipients.
F. Financial Management and Accounting: The CDFI Fund will require Recipients to maintain financial management and accounting systems that comply with Federal statutes, regulations, and the terms and conditions of the CMF Award. These systems must be sufficient to permit the preparation of reports required by general and program specific terms and conditions, including the tracing of
funds to a level of expenditures adequate to establish that such funds have been used in accordance with the Federal statutes, regulations, and the terms and conditions of the CMF
Award.
The cost principles used by Recipients must be consistent with Federal cost principles, must support the accumulation of costs as required by the principles, and must provide for adequate documentation to support costs charged to the CMF Award. In addition, the CDFI Fund will require Recipients to: Maintain effective internal controls; comply with applicable statutes and regulations, the Assistance Agreement, and related guidance; evaluate and monitor compliance; take action when not in compliance; and safeguard personally identifiable information.
