Endangered Species Act Section 7
Consultation We comply with section 7 of the Endangered Species Act of 1973, as amended 16 U.S.C. 1531 et seq., when developing comprehensive conservation plans and step-down management planswhich would include hunting and/or fishing plansfor public use of refuges and hatcheries, and prior to implementing any new or revised public recreation program on a station as identified in 50 CFR 26.32. We have completed section 7 consultations on each of the affected stations.
National Environmental Policy Act We analyzed this rule in accordance with the criteria of the National Environmental Policy Act of 1969

NEPA at the project level when developing each action. This is consistent with the Department of the Interior instructions for compliance with NEPA where actions are covered sufficiently by an earlier environmental document 43 CFR 46.120.
Prior to the addition of a refuge or hatchery to the list of areas open to hunting and fishing in 50 CFR parts 32
and 71, we develop hunting and fishing plans for the affected stations. We incorporate these station hunting and fishing activities in the station comprehensive conservation plan and/
or other step-down management plans, pursuant to our refuge planning guidance in 602 Fish and Wildlife Service Manual FW 1, 3, and 4. We prepare these comprehensive conservation plans and step-down plans in compliance with section 1022C of NEPA, the Council on Environmental Qualitys regulations for implementing NEPA in 40 CFR parts 1500 through 1508, and the Department of Interiors NEPA regulations 43 CFR part 46. We invite the affected public to participate in the review, development, and implementation of these plans. Copies of all plans and NEPA compliance are available from the stations at the addresses provided below.
