amounts of any effluents that may be released offsite and no significant increase in individual or cumulative public or occupational radiation exposure. Therefore, the requirements of 10 CFR 51.22c25ii and iii are met.
Requirements in 10 CFR 51.22c25iv The proposed exemption is not associated with construction or major renovations of any buildings or structures. Therefore, the requirements of 10 CFR 51.22c25iv are met because there is no significant construction impact.
Requirements in 10 CFR 51.22c25v The proposed exemption does not concern the source term i.e., potential amount of radiation in an accident or mitigation. Thus, there is no significant increase in the potential for or consequences from radiological accidents. Therefore, the requirements of 10 CFR 51.22c25v are met.
Requirements in 10 CFR 51.22c25vi The proposed exemption is from the requirement to have a licensed senior operator approve suspensions of security measures in an emergency or during severe weather. Therefore, the requirement from which the exemption is sought involves safeguard plans, materials control, and managerial and organizational matters and, thus, the requirements of 10 CFR 51.22c25vi are met.

Determination Regarding 10 CFR
51.22c25 Requirements Based on the above, the NRC staff determines that the proposed exemption meets the eligibility criteria for a categorical exclusion set forth in 10 CFR
51.22c25. Therefore, pursuant to 10
CFR 51.22b, no environmental impact statement or environmental assessment need be prepared in connection with the approval of the proposed exemption.
IV. Conclusion Accordingly, the Commission has determined that, pursuant to 10 CFR
73.5, the proposed exemption is authorized by law, will not endanger life or property or the common defense and security, and is otherwise in the public interest. Therefore, the Commission hereby grants the licensees request for an exemption from the requirements of 10 CFR 73.55p1i and ii to allow either a licensed senior operator or a CFH to approve the suspension of security measures in an emergency or during severe weather at Dresden once the certifications required under 10 CFR 50.82a1 have been submitted.
