CBI is commercial or financial information that is both customarily and actually treated as private by its owner.
Under the Freedom of Information Act FOIA 5 U.S.C. 552, CBI is exempt from public disclosure. If your comments responsive to this NPRM
contain commercial or financial information that is customarily treated as private, that you actually treat as private, and that is relevant or responsive to this NPRM, it is important that you clearly designate the submitted comments as CBI. Please mark each page of your submission containing CBI
as PROPIN. The FAA will treat such marked submissions as confidential under the FOIA, and they will not be placed in the public docket of this NPRM. Submissions containing CBI
should be sent to Krista Greer, Aerospace Engineer, Large Aircraft Section, International Validation Branch, FAA, 2200 South 216th St., Des Moines, WA 98198; telephone and fax 2062313221; email krista.greer@

receives which is not specifically designated as CBI will be placed in the public docket for this rulemaking.
Background The FAA issued AD 20141616, Amendment 3917940 79 FR 48018, August 15, 2014 AD 20141616, which applies to all Embraer S.A. Model ERJ 190100 STD, 100 LR, 100 ECJ, 100 IGW, 200 STD, 200 LR, and

200 IGW airplanes. AD 20141616
requires, for certain airplanes, retorquing and replacing the pylon outboard and inboard lower link fittings, and for all airplanes, that AD
also requires repetitive retorquing of the pylon outboard and inboard lower link fittings. The FAA issued AD 201416
16 to prevent loss of a shear pin on the pylon outboard and inboard lower link fittings, which could result in failure of the fitting and consequent separation of the engine from the wing.
The FAA also issued AD 20181928, Amendment 3919429 83 FR 48935, September 28, 2018 AD 20181928, which applies to certain Embraer S.A.
Model ERJ 190100 STD, 100 LR, 100
ECJ, 100 IGW, 200 STD, 200 LR, and 200 IGW airplanes. AD 20181928
requires modification of the attaching parts of the left-hand LH and righthand RH pylon lower link fittings, inboard and outboard positions. The FAA issued AD 20181928 to prevent loss of integrity of the engine pylon lower link fittings, possibly resulting in separation of the engine from the wing.
AD 20181928 specified that accomplishing certain actions required by that AD terminated certain requirements of AD 20141616.
Actions Since ADs 20141616 and 20181928 Were Issued Since the FAA issued ADs 201416
16 and 20181928, cracked nuts and an external shear pin with damaged threads were found when the pylon outboard and inboard lower link fittings were retorqued. In addition, the FAA
finds it necessary to change the compliance time for the modification of the pylon lower link fitting attaching parts, in order to prevent loss of integrity of the engine pylon lower link fittings.
ANAC, which is the aviation authority for Brazil, has issued ANAC
AD 20200602R02, effective November 30, 2020 ANAC AD 20200602R02
also referred to as the Mandatory Continuing Airworthiness Information, or the MCAI, to correct an unsafe condition for certain Yabora Industria Aeronautica S.A. Model ERJ 190100
STD, 100 LR, 100 ECJ, 100 IGW, 200 STD, 200 LR, and 200 IGW
airplanes. ANAC AD 20200602R02
supersedes ANAC AD 20140701
which corresponds to FAA AD 2014
1616 and ANAC AD 20170101
which corresponds to FAA AD 2018
1928. Model 190100 SR airplanes are not certificated by the FAA and are not included on the U.S. type certificate data sheet; this AD therefore does not include those airplanes in the applicability.

This proposed AD was prompted by reports of bushing migration, loss of nut torque on the engine pylon lower inboard and outboard link fittings, a loose lower link assembly, and damaged nuts. The existing torque values could cause damage to the nuts, which could lead to loss of the shear pins of the pylon outboard and inboard lower link fittings. In addition, the existing compliance time for the modification of the pylon lower link fitting attaching parts has been found to be inadequate to address the unsafe condition. The FAA is proposing this AD to prevent loss of integrity of the lower link fittings of the engine pylon, which could result in separation of the engine from the wing. See the MCAI for additional background information.
Explanation of Retained Requirements Although this proposed AD does not explicitly restate the requirements of ADs 20141616 and 20181928, this proposed AD would retain all of the requirements of AD 20141616 and AD
20181928. Those requirements are referenced in ANAC AD 202006
02R02, which, in turn, is referenced in paragraph g of this proposed AD.
Related Service Information Under 1
CFR Part 51
ANAC AD 20200602R02 describes procedures for: Reduction of the torque to be applied to the castellated nuts of the external shear pins; inspection of the external shear pin; modification of the attaching parts of the LH and RH
pylon lower link fittings, inboard and outboard positions; and repetitive retorquing of the pylon outboard and inboard lower link fittings.
This AD also requires Embraer Service Bulletin 190540013, dated November 27, 2012; and Embraer Service Bulletin 190LIN540004, dated December 20, 2012; which the Director of the Federal Register approved for incorporation by reference as of September 2, 2014 79 FR 48018, August 15, 2014.
This material is reasonably available because the interested parties have access to it through their normal course of business or by the means identified in the ADDRESSES section.
Explanation of Change to Manufacturers Name Specified in This NPRM
The FAA has revised references to the manufacturers name specified throughout this NPRM to identify the manufacturer name as published in the most recent type certificate data sheet for the affected models.
