For the reasons discussed in the preamble, the Coast Guard is proposing to amend 33 CFR part 165 as follows:
PART 165REGULATED NAVIGATION
AREAS AND LIMITED ACCESS AREAS

a Location. The following area is a safety zone: All navigable waters of the Columbia River, surface to bottom, encompassed by a line connecting the following points beginning at the shoreline at 453726.2 N, 1224146.91 W, northeast to 453733.206 N, 1224137.699 W, southeast to 453723.4 N, 1224118.1
W, thence southwest to 453716.27 N, 1224130.75 W, and along the shoreline back to the beginning point.
b Definitions. As used in this section, designated representative means a Coast Guard Patrol Commander, including a Coast Guard coxswain, petty officer, or other officer operating a Coast Guard vessel and a Federal, State, and local officer designated by or assisting the Captain of the Port Sector Columbia River in the enforcement of the safety zone.
c Regulations. 1 Under the general safety zone regulations in subpart C of this part, you may not enter the safety zone described in paragraph a of this section unless authorized by the COTP
or the COTPs designated representative.
2 To seek permission to enter, contact the COTP or the COTPs representative by calling 503 2092468
or the Sector Columbia River Command Center on Channel 16 VHFFM. Those in the safety zone must comply with all lawful orders or directions given to them by the COTP or the COTPs designated representative.
d Enforcement period. This safety zone is in effect from 12:01 a.m. on October 1, 2021, through 11:59 p.m. on February 28, 2022. It will be subject to enforcement this entire period unless the Captain of the Port, Sector Columbia River determines it is no longer needed, in which case the Coast Guard will inform mariners via Notice to Mariners.

ACTION: Proposed rule.
AGENCY:

The Environmental Protection Agency EPA is proposing a limited approval and limited disapproval of a revision to the Amador Air Districts AAD or District portion of the California State Implementation Plan SIP. This revision governs the Districts issuance of permits for stationary sources, and focuses on the preconstruction review and permitting of major sources and major modifications under part D of title I of the Clean Air Act CAA or the Act.
We are taking comments on this proposal and plan to follow with a final action.
DATES: Comments must be received on or before September 22, 2021.
