Therefore, the Departments have determined that, even if NEPA applied to this action, this proposed rule clearly fits within categorical exclusion A3d in the Instruction Manual, which provides an exclusion for promulgation of rules . . . that amend an existing regulation without changing its environmental effect. Furthermore, the Departments have determined that this proposed rule clearly fits within the categorical exclusion A3a in the Instruction Manual because the proposed rule is of a strictly administrative or procedural nature.
This proposed rule is not a part of a larger action and presents no extraordinary circumstances creating the potential for significant environmental effects. Therefore, this proposed rule is categorically excluded and no further NEPA analysis is required.

163 1995, all agencies are required to submit to OMB, for review and approval, any reporting requirements inherent in a rule.
DHS and USCIS invite the general public and other Federal agencies to comment on the impact to the proposed collection of information. USCIS uses Form I765 to collect information needed to determine if a noncitizen is eligible for an initial EAD, a new replacement EAD, or a subsequent EAD upon the expiration of a previous EAD under the same eligibility category. Noncitizens in many immigration statuses are required to possess an EAD as evidence of employment authorization. USCIS is proposing to revise the form instructions to correspond with revisions related to information about the asylum application and USCIS
grants of withholding of removal.
