For entries that were not reported in the U.S. sales data submitted by HengTong, Commerce will instruct CBP
to liquidate such entries at the rate for the China-wide entity.15
Commerce intends to issue assessment instructions to CBP no earlier than 35 days after the date of publication of the final results of this review in the Federal Register.16 If a timely summons is filed at the U.S.
Court of International Trade, the assessment instructions will direct CBP
not to liquidate relevant entries until the time for parties to file a request for a statutory injunction has expired i.e., within 90 days of publication.
Cash Deposit Requirements The following cash deposit requirements will be effective upon publication of the final results of this review for shipments of the subject merchandise entered, or withdrawn from warehouse, for consumption on or after the publication date, as provided by section 751a2C of the Act: 1
For HengTong, the cash deposit rate will be equal to the weighted-average dumping margin established in the final results of this review except, if the rate is de minimis, then cash deposit rate will be zero; 2 for previously examined China and non-China exporters not listed above that at the time of entry are eligible for a separate rate based on a prior completed segment of this proceeding, the cash deposit rate will continue to be the existing exporter-specific cash deposit rate; 3
for all China exporters of subject merchandise that have not been found to be entitled to a separate rate at the time of entry, the cash deposit rate will be that for the China-wide entity i.e., 235.93 percent; and 4 for all nonChina exporters of subject merchandise which at the time of entry are not eligible for a separate rate, the cash deposit rate will be the rate applicable to the China exporter that supplied that non-China exporter. These deposit requirements, when imposed, shall remain in effect until further notice.

Notification to Importers This notice also serves as a preliminary reminder to importers of their responsibility under 19 CFR
351.402f2 to file a certificate regarding the reimbursement of antidumping duties prior to liquidation of the relevant entries during the POR.
Failure to comply with this requirement could result in Commerces presumption that reimbursement of antidumping duties occurred and the subsequent assessment of double antidumping duties.
Notification to Interested Parties This administrative review and notice are issued and published in accordance with sections 751a1 and 777i1 of the Act, and 19 CFR 351.213 and 351.221b4.

Standard Steel Welded Wire Mesh From Mexico: Antidumping Duty Order Enforcement and Compliance, International Trade Administration, Department of Commerce.
SUMMARY: Based on the affirmative final determinations by the Department of Commerce Commerce and the International Trade Commission ITC, Commerce is issuing an antidumping duty AD order on standard steel welded wire mesh wire mesh from Mexico.

SUPPLEMENTARY INFORMATION:
Background In accordance with sections 735d and 777i1 of the Tariff Act of 1930, as amended the Act, and 19 CFR
351.210c, on June 23, 2021, Commerce published its affirmative final determination in the less-than-fair-value LTFV investigation of wire mesh from Mexico.1 On July 30, 2021, the ITC
notified Commerce of its final affirmative determination that an industry in the United States is materially injured within the meaning of section 735b1Ai of the Act, by reason of the LTFV imports of wire mesh from Mexico.2
Scope of the Order The merchandise covered by this order is wire mesh from Mexico. For a complete description of the scope of the order, see the appendix to this notice.
Antidumping Duty Order On July 30, 2021, in accordance with sections 735b1Ai and 735d of the Act, the ITC notified Commerce of its final determination that an industry in the United States is materially injured by reason of imports of wire mesh from Mexico.3 Therefore, Commerce is issuing this AD order in accordance with sections 735c2 and 736 of the Act. Because the ITC determined that imports of wire mesh from Mexico are materially injuring a U.S. industry, unliquidated entries of such merchandise from Mexico, which are entered or withdrawn from warehouse for consumption, are subject to the assessment of antidumping duties.
As a result of the ITCs final affirmative determination, in accordance with section 736a1 of the Act, Commerce will direct U.S. Customs and Border Protection CBP to assess, upon further instruction by Commerce, antidumping duties equal to the amount by which the normal value of the merchandise exceeds the export price or constructed export price of the merchandise for all relevant entries of wire mesh from Mexico. For entries of wire mesh from Mexico, the cash deposits for estimated antidumping duties have been adjusted for export subsidies found in the final determination of the companion
