We specifically solicit comments on the inclusion or exclusion of these areas from the critical habitat designation for the northern spotted owl 77 FR 71876, December 4, 2012, codified at 50 CFR
17.95b. These proposed exclusions are based on new information that has become available since the December 4, 2012, critical habitat designation for the northern spotted owl, including the BLMs 2016 revision to its RMPs for western Oregon BLM 2016a, b and the Western Oregon Tribal Fairness Act
