v The Secretary of the Treasury shall:
i direct the Office of Economic Policy, in consultation with the Attorney General, the Secretary of Labor, and the Chair of the FTC, to submit a report to the Chair of the White House Competition Council, not later than 180 days after the date of this order, on the effects of lack of competition on labor markets; and ii submit a report to the Chair of the White House Competition Council, not later than 270 days after the date of this order, assessing the effects on competition of large technology firms and other non-bank companies entry into consumer finance markets.
Sec. 6. General Provisions. a This order shall be implemented consistent with applicable law and subject to the availability of appropriations.
b Where not already specified, independent agencies are encouraged to comply with the requirements of this order.
c Nothing in this order shall be construed to impair or otherwise affect:
i the authority granted by law to an executive department or agency, or the head thereof; or ii the functions of the Director of the Office of Management and Budget relating to budgetary, administrative, or legislative proposals.
d This order is not intended to, and does not, create any right or benefit, substantive or procedural, enforceable at law or in equity by any party against the United States, its departments, agencies, or entities, its officers, employees, or agents, or any other person.
