Finally, our December 23, 2020
proposal also included our proposed determination that the ADEQs SIPapproved NSR program meets the visibility requirements for major NSR
programs in 40 CFR 51.307.
Accordingly, we proposed to update 40
CFR 52.145b to remove the existing visibility FIPs 9 for those stationary sources subject to the ADEQs permitting jurisdiction.
The EPAs proposal and technical support document TSD for this rulemaking action have more information about the content of the ADEQs SIP submittals collectively
referred to hereinafter as the 201920
NSR submittals, the deficiencies in the ADEQs NSR program that are being corrected, and our rationale for proposing approval.
The rules that the EPA proposed to approve into the ADEQs portion of the Arizona SIP are listed in Table 1 of this notice, and the existing SIP-approved rules that we proposed to remove or supersede from the SIP are listed in Table 2 of this notice. The rules are from the Arizona Administrative Code, Title 18Environmental Quality, Chapter 2
Department of Environmental Quality Air Pollution Control, Articles 1, 3, and 4.10 These rules apply to all areas and stationary sources in Arizona for which the ADEQ has permitting jurisdiction.
The ADEQ has permitting jurisdiction for the following stationary source categories in all areas of Arizona:
Smelting of metal ores, coal-fired electric generating stations, petroleum refineries, Portland cement plants, and portable sources. The ADEQ also has permitting jurisdiction for major and minor sources in the following counties:
Apache, Cochise, Coconino, Gila, Graham, Greenlee, La Paz, Mohave, Navajo, Santa Cruz, Yavapai, and Yuma.
Finally, the ADEQ has permitting jurisdiction over major sources in Pinal County currently delegated to Pinal County Air Quality Control District and any source in Maricopa, Pima, or Pinal County for which the ADEQ asserts jurisdiction.
