UMTRCA.3 The annual fee assessed to DOE includes the resources specifically budgeted for the NRCs UMTRCA Title I and II activities, as well as 10 percent 3 Congress established the two programs, Title I
and Title II, under UMTRCA to protect the public and the environment from hazards associated with uranium milling. The UMTRCA Title I program is for remedial action at abandoned mill tailings sites where tailings resulted largely from production of uranium for weapons programs.
