Airworthiness Directives; Leonardo S.p.a. Helicopters Federal Aviation Administration FAA, DOT.
ACTION: Notice of proposed rulemaking NPRM.
AGENCY:
The FAA proposes to adopt a new airworthiness directive AD for all Leonardo S.p.a. Model AB139 and AW139 helicopters. This proposed AD
was prompted by a report of a short circuit caused by chafing of the electrical wiring in the overhead panel.
This proposed AD would require an initial detailed inspection inside the overhead panel for certain helicopters, repetitive detailed inspections inside the overhead panel for all helicopters, and corrective actions if necessary, as specified in a European Union Aviation Safety Agency EASA AD, which is proposed for incorporation by reference IBR. The FAA is proposing this AD to address the unsafe condition on these products.
SUMMARY:
The FAA must receive comments on this proposed AD by July 29, 2021.

Background The EASA, which is the Technical Agent for the Member States of the European Union, has issued EASA AD
20210044, dated February 5, 2021
EASA AD 20210044, to correct an unsafe condition for all Leonardo S.p.a.
Model AB139 and AW139 helicopters.
This proposed AD was prompted by a report of a short circuit caused by chafing of the electrical wiring in the overhead panel. The FAA is proposing this AD to address a short circuit caused by chafing of the electrical wiring in the overhead panel, which could cause damaged electrical wiring, possible fire in the overhead panel, and loss of control of the helicopter.
