www.regulations.gov. Interested parties may comment on the effect this action may have on U.S. vessel builders or businesses in the U.S. that use U.S.-flag vessels. If MARAD determines, in accordance with 46 U.S.C. 12121 and MARADs regulations at 46 CFR part 388, that the employment of the vessel in the coastwise trade to carry no more than 12 passengers will have an unduly adverse effect on a U.S.-vessel builder or a business that uses U.S.-flag vessels in that business, MARAD will not issue an approval of the vessels coastwise endorsement eligibility. Comments should refer to the vessel name, state the commenters interest in the application, and address the eligibility criteria given in section 388.4 of MARADs regulations at 46 CFR part 388.

Spartan Motors USA, Inc., Receipt of Petition for Decision of Inconsequential Noncompliance National Highway Traffic Safety Administration NHTSA, Department of Transportation DOT.
ACTION: Receipt of petition.
AGENCY:

Spartan Motors USA, Inc.
Spartan, has determined that certain model year MY 2005 2012;2020
Spartan Diamond, Gladiator, and MetroStar emergency response vehicles do not fully comply with Federal Motor Vehicle Safety Standard FMVSS No.
121, Air Brake Systems. Spartan filed an original noncompliance report dated November 4, 2019, and later amended it on November 11, 2019. Subsequently, Spartan petitioned NHTSA on December 2, 2019, for a decision that the subject noncompliance is inconsequential as it relates to motor vehicle safety. This notice announces receipt of Spartans petition.
