In addition, this proposed rulemaking, proposing to approve Marylands base year inventory SIP for the 2015 ozone NAAQS, does not have tribal implications as specified by Executive Order 13175 65 FR 67249, November 9, 2000, because the SIP is not approved to apply in Indian country located in the State, and EPA notes that it will not impose substantial direct costs on tribal governments or preempt tribal law.

ACTION: Proposed rule.
AGENCY:
The Environmental Protection Agency EPA is proposing a limited approval and limited disapproval of revisions to the Mojave Desert Air Quality Management Districts MDAQMD or District portion of the California State Implementation Plan SIP. This revision concerns oxides of nitrogen NOX emissions from stationary internal combustion engines.
We are proposing action on a local rule that regulates these emission sources under the Clean Air Act CAA or the Act. We are taking comments on this proposal and plan to follow with a final action.
DATES: Comments must be received on or before July 1, 2021.
