Penalties.

The owner or operator of a vessel in the waterborne foreign commerce of the United States is subject to a penalty of $137.00 for each day of failure to file an AMVER report required by this part.
Such penalty shall constitute a lien upon the vessel, and such vessel may be libeled in the district court of the United States in which the vessel may be found.
