Needs and Uses: DoD contracting officers need this information to evaluate contractor proposals for contract modifications; to determine that a contractor has removed obstructions to navigation; to review contractor requests for payment for mobilization and preparatory work; to determine reasonableness of costs allocated to mobilization and demobilization; and to determine eligibility for the 20 percent evaluation preference for United States firms in the award of some overseas construction contracts.
DFARS 236.570a prescribes use of the clause at DFARS 252.2367000, Modification ProposalsPrice Breakdown, in all fixed-price construction solicitations and contracts.
The clause requires the contractor to submit a price breakdown with any proposal for a contract modification.

3 The clause at DFARS 252.236
7004, Payment for Mobilization and Demobilization, permits the contracting officer to require the contractor to furnish cost data justifying the percentage of the cost split between mobilization and demobilization, if the contracting officer believes that the proposed percentages do not bear a reasonable relation to the cost of the work.
DFARS 236.570c prescribes use of the following provisions in solicitations for military construction contracts that are funded with military construction appropriations and are estimated to exceed $1,000,000:

ACTION:
Defense Human Resources Activity publishes this Civilian Personnel Per Diem Bulletin Number 316. Bulletin Number 316 lists current per diem rates prescribed for reimbursement of subsistence expenses while on official Government travel to Alaska, Hawaii, the Commonwealth of Puerto Rico, and the possessions of the United States. The Fiscal Year FY 2021
lodging rate review resulted in lodging rate changes in certain locations.
SUMMARY:
The updated rates take effect April 1, 2021.

This document notifies the public of revisions in per diem rates prescribed by the Per Diem, Travel and Transportation Allowance Committee for travel to non-foreign areas outside the continental United States. The FY
2021 lodging rate review for Guam, Northern Mariana Islands, and the U.S.
Virgin Islands resulted in lodging rate changes in certain locations. Bulletin Number 316 is published in the Federal Register to ensure that Government travelers outside the Department of Defense are notified of revisions to the current reimbursement rates.
