The request indicates that tires, tapered bearings, and steel wheels/assemblies are subject to an antidumping/countervailing duty AD/CVD order if imported from certain countries. The FTZ Boards regulations 15 CFR 400.14e require that merchandise subject to AD/CVD
orders, or items which would be otherwise subject to suspension of liquidation under AD/CVD procedures if they entered U.S. customs territory, be admitted to the zone in PF status. The request also indicates that certain materials/components are subject to duties under Section 232 of the Trade Expansion Act of 1962 Section 232 or Section 301 of the Trade Act of 1974
Section 301, depending on the country of origin. The applicable Section 232
and Section 301 decisions require subject merchandise to be admitted to FTZs in PF status.
Public comment is invited from interested parties. Submissions shall be addressed to the Boards Executive Secretary and sent to: ftz@trade.gov. The closing period for their receipt is March 8, 2021.

SUPPLEMENTARY INFORMATION:
Background On November 12, 2019, Commerce published a notice of initiation of an administrative review of the CVD order on HWR pipes and tubes from Turkey.1
On April 24, 2020, Commerce exercised its discretion to toll all deadlines in administrative reviews by 50 days.2 On June 26, 2020, Commerce further extended the deadline for the preliminary results to November 18, 2020.3 On July 21, 2020, Commerce tolled all deadlines in administrative reviews by an additional 60 days.4
Accordingly, the deadline for the preliminary results in this administrative review was postponed to January 19, 2021.5

Methodology Commerce is conducting this review in accordance with section 751a1A
of the Tariff Act of 1930, as amended the Act. For each of the subsidy programs found countervailable, we preliminarily determine that there is a subsidy, i.e., a government financial contribution that gives rise to a benefit to the recipient, and that the subsidy is specific.7 For a full description of the methodology underlying our conclusions, see the accompanying Preliminary Decision Memorandum.
Preliminary Results of Review Commerce preliminarily determines that the following countervailable subsidy rate exists for Ozdemir for the period January 1, 2018 through December 31, 2018:

Assessment Rate Consistent with section 751a2C of the Act, upon issuance of the final results, Commerce shall determine, and U.S. Customs and Border Protection CBP shall assess, countervailing duties on all appropriate entries covered by this review. If the assessment rate calculated in the final results is zero or de minimis, we will instruct CBP to liquidate all appropriate entries without regard to countervailing duties.
Commerce intends to issue assessment instructions to CBP no earlier than 35
