ing U nited S tates Citizens E mployed or B eing Considered for E mployment on the S ecretariat of the U nited Nations
By virtue of the authority vested in me by the Constitution, statutes, and treaties of the United States, including the Charter of the United Nations, and as President of the United States, it is ordered that paragraphs 2, 3, and 4 of Part I of Executive Order No. 10422 of January 9, 1953, as amended by Execu tive Order No. 10459 of June 2, 1953, be, and they are hereby, amended to read as follows:
. 2. The Secretary of State shall for ward the information received from the Secretary General of the United Nations to the United States Civil Service Com mission, and the Commission shall con duct an investigation.
3. The investigation conducted by the Civil Service Commission shall be a full background investigation conforming to the investigative standards of the Civil Service Commission, and shall include reference to the following :
a Federal Bureau of Investigation files.
b Civil Serviqe Commission files.
c Military arid naval intelligence files as appropriate.
However, in the case of short-term em

ceed ninety days, such investigation need not include reference to subparagraphs f through j of this paragraph.
4. Whenever information disclosed with respect to any person being inves tigated is derogatory, within the stand ard set forth in Part II of this order, the United States Civil Service Commission shall forward such information to the Federal Bureau of Investigation, and the Bureau shall conduct a full field investi gation of such person.
This order shall become effective on July 1,1958.

S uspension of the E ight-H our Law as to L aborers and M echanics E mployed by the Civil Aeronautics A dministra
tion on P ublic W ork E ssential to the N ational D efense
WHEREAS by Proclamation No. 2914
of December 16, 1950, the President pro claimed the existence of a national emergency, which requires that the mili tary, naval, air, and civilian defenses of this country be strengthened as speedily as possible; and WHEREAS by section 1 of the act of August 1, 1892, 27 Stat. 340, as amended by the act of March 3, 1913, 37 Stat. 726
40 U. S. C. 321, the service or employ ment of all laborers and mechanics em ployed by the Government of the United States upon any public work of the United States is limited to eight hours in any one calendar day, except in case of extraordinary emergency; and WHEREAS it is essential to the na tional defense that the Nations system of air-navigation facilities be modern ized in a very short period of time, and that such system be operated and main tained at the highest level of efficiency;
and WHEREAS I find that as to public work essential to the national defense being performed by the Civil Aeronautics Administration an extraordinary emer gency exists:
