Pursuant to thé authority conferred upon him by 301.38-5 of the regulations 7 CFR 30U18-5 supplemental to the Black Stem Rust Quarantine Notice of Quarantine No. 38, 7 CFR 301.38 under section 8 of the Plant Quarantine Act of 1912, as amended 7 U. S. C. 161, and Administrative Memorandum No. 101.1
of February 21, 1957 issued by the Ad ministrator of the Agricultural Research Service, the Director of the Plant Pest Control Division hereby revises the ad ministrative instructions in 7 CFR, Supp., 301.38-5a 21 F. R. 4905 to read as follows:
