Eligibility R equirements op M ort gage Covering O n e - to F our -F am ily Dwellings Section 221.19 is amended to read as follows:
221.19 Interest rate. T h e m ortgage may bear interest at such rate as may be agreed upon by the mortgagee and m ort gagor, hut in no case shall such interest rate be in excess o f 5 percent. Interest shall be payable in monthly installments of the principal then outstanding.

232.7 Interest raie. The m ortgage shall bear interest, not exceeding 4 Vz percent per annum, on the amount of the principal obligation outstanding at any time, as may be agreed upon between the Mortgagor and the mortgagee.
A ll charges made in connection with the mortgage transaction shall be subject to the approval of the Commissioner.

Im plem enta tion of the provisions of this section will be accomplished by the Adm inistrator through the issuance of Airworthiness Directives, and publication thereof in the F ederal R egister as P a r t 507 o f the regulations o f the Administrator.
