É asis and purpose. The amendments contained herein are issued pursuant to authority vested in the Secretary of Agri culture by the Agricultural Adjustment Act of 1938, as amended 7 U. S. C. 1301
to 1388. The amendments are for the purpose of clarifying the provisions gov erning the establishment of community referendum committees and of extending the regulations in this part to Puerto Rico.
