C., concerning the matters involved in and the issues presented by such applications : Provided, however, That the Commission may, after-a noncontested hearing, dispose of the pro ceedings pursuant to the provisions Of section 1.30 c 1 or c 2 of the Commissions rules of practice and pro cedure. Under the procedure herein provided for, unless otherwise advised, it will be unnecessary for Applicants to appear or be represented at the hearing.
