By virtue of the authority vested in me by section 7652 b 3 of the Internal Revenue Code of 1954 Public Law 591, 83rd Congress, 68A Stat. 907, I hereby designate the Secretary of the Interior as the representative of the President to approve the obligation and expenditure by the government of the Virgin Islands o f the moneys referred to in the said section 7652 b 3 .
