324.21 Definitions. For the pur pose of the Farm Ownership and Farm Housing programs, the following terms are defined;
a Farm Development means con struction and land development.
b Land Development means items such as terracing, clearing, leveling, fencing, draining, developing irrigation systems, woodlots, orchards, or perma nent pasture, establishing perennial hay or forage crops, and applying basic soil amendments and fertilizers in connec tion with permanent conservation prac tices.
c Construction means the erec tion, improvement, remodeling, repair, relocation, or salvage of or additions to any building or structure, and the instal lation or repair of or additions to heating or electric systems, water systems for dwellings or farm buildings, sewage disposal systems, walks and steps, or landscaping.
d Engineer means the County Supervisor-Appraiser, any employee of
