four, and o f the Independence o f the United States o f Am erica the one hundred and seventy-eighth.

A PROCLAMATION

WHEREAS fo r m any years June 14
has been set aside as F lag D ay in com memoration of the adoption o f our national emblem by the Continental Congress o n that day in 1777; and WHEREAS it is fitting that we should observe the day by solemn rededication to those high principles o f integrity which constitute the very foundations of our Republic; and WHEREAS it is also fitting that we should remember that the Stars and Stripes symbolize our freedom, which we deeply cherish; our strength, which stems from the blessings that Providence has showered upon us; and our unity, which is the bulw ark of the N ation;
and WHEREAS the Congress, by a joint resolution approved August 3, 1949 63
Stat. 492, formally designated June 14
rf each year as Flag D ay and requested the President to issue annually a procla mation calling fo r a suitable observance of the day;
NOW, THEREFORE, I, D W I G H T D, EISENHOWER, President o f the United States of America, do hereby ask that on Hag Day, June 14, 1954, the people of tbe Nation honor our colors by display ing them at their homes o r other suita ble places and by giving prayerful con sideration to their duties as well as their privileges as citizens under this glorious bajHmr. I also direct the appropriate officials of the Governm ent to arrange or the display of the flag on all G overn ment buildings on that day.

A fte r consideration o f all relevant matters presented, including the pro posals in the aforesaid notice and a re quest o f the cheese industry th at a scorched particle requirement fo r dry whey be included, the following United States Standards fo r D ry W h ey are hereby prom ulgated pursuant to the authority contained in the A gricultural M arketing Act, 1946 60 Stat. 1087; 7

T h e prom ulgation of these standards wiU provide the Departm ent with offi cial standards fo r this product and will m ake available official standards fo r general use by the dairy industry.
