Effective August 1, 1953, the rates of interest which shall be charged by the St. Louis Bank for Cooperatives on loans, as specified in Part 70, Chapter I, Title 6, Code of Federal Regulations, are hereby changed as follows:
1. In 70.4, change to 3% per centum per annum.
2. In 70.5, change to 3% per centum Per annum.
3. In 70.7, change to per centum Per annum.
And the rates of interest which shall be charged by the Houston Bank for Co operatives on loans, as specified in said part are hereby changed as follows:
1. In 70.4, change to 3 per centum Per annum.
2. In 70.5, change to 34 per centum Per annum.
