BY THE PRESIDENT OF THE UNITED STATES
.OF AMERICA
A PROCLAMATION
WHEREAS the American Merchant Marine has continued to aid in develop ing our peaceful commercial relations with the nations of the free world; and WHEREAS, through the prompt de livery of supplies and equipment to our armed forces overseas, and of cargoes representing economic and military aid to friendly nations, the American M er chant Marine has effectively helped to strengthen the forces of freedom throughout the world; and WHEREAS the Congress by a joint resolution approved May 20, 1933 48
Stat. 73, designated May 22 as National Maritime Day, thus honoring the M er chant Marine by commemorating the de parture from Savannah, Georgia, on May 22, 1819, of The Savannah, on the first transoceanic voyage by any steam ship, and requested the President to issue a proclamation annually calling for the observance of that d a y :.
NOW, THEREFORE, I, D W IG H T D.
EISENHOWER, President of the United States of America, do hereby urge the people of the United States to observe Friday, May 22, 1953, as National M ari time Day by displaying the flag of the United States at their homes or other suitable places; and I direct the appro priate officials of the Government to a r range for the display of the flag on all Government buildings on that day. I
also request that all ships sailing under the American flag dress ship on the ap pointed day in honor of our Merchant Marine.
IN WITNESS W HEREOF, I have hereunto set my hand and caused the Seal of the United States of America to he affixed.

A PROCLAMATION
W H EREAS mental illness constitutes one of the Nations most difficult and costly problems; and W H ER EAS there is urgent need for more trained personnel to carry on re search on mental illness and the treat ment of the mentally ill; and W HEREAS citizens voluntary mental health organizations national, State, and local are working diligently in this battle to build sound mental health; and W HEREAS the efforts of these private organizations and the mental health fund which they are raising through public subscription are deserving of gen erous support by all of our citizens; and W H ER EAS the Department of Health, Education, and Welfare, through the National Institute of Mental Health of the Public Health Service, and also State and local governments, are mobilizing appropriate governmental resources to aid in the fight for sound mental health for all citizens of this Nation; and W H EREAS Senate Resolution 93 of the 83d Congress, 1st Session, adopted May 5, 1953, requests the President of the United States to issue a proclama tion designating the week beginning May 3 and ending M ay 9, 1953, as National Mental Health Week:
