5 933.564 Grapefruit R e g u l a t i o n 156a Findings. 1 Pursuant to the marketing agreement, as amended, and Order No. 33, as amended 7 CFR Part 933, regulating the handling of oranges, grapefruit, and tangerines grown in the State of Florida, effective under the ap plicable provisions of the Agricultural Marketing Agreement Act of 1937, as amended, and upon the basis of the recommendations of the committees established under the aforesaid amended marketing agreement and order, and upon other available information, It is hereby found th at the limitation of ship ments of grapefruit, as hereinafter pro vided, will tend to effectuate the de clared policy of the act.

It is hereby further found th at Is Impracticable and contrary to the pub lic interest to give preliminary notice, en gage in public rule making procedure, and postpone the effective date of this section until 30 days after publication in the F ederal R egister 60 Stat. 237; 5
U. S. C. 1001 et seq. because the time intervening between the date when in formation upon which this section is based became available and the time when this section must become effective in order to effectuate the declared policy of the act is insufficient; a reasonable time is permitted, under the circum stances, for preparation for such effec tive time; and good cause exists for mak ing the provisions hereof effective not later than March 3,1952. Shipments of grapefruit grown in the State of Florida, have been subject to regulation by grades and sizes, pursuant to the amended mar keting agreement and order, since Sep tember 17,1951, and will so continue until March 3,1952; the recommendation and supporting information for continued regulation subsequent to March 2 was promptly submitted to the Department after an open meeting of the Growers
