A PROCLAMATION
WHEREAS free investigation and un hampered exploration of the unknown are all-important factors in our constant striving to build a better world; and WHEREAS four hundred and fiftyeight years ago Christopher Columbus, through his bold and free inquiry into what lay beyond the ocean, found a new continent; and WHEREAS inspiration for our present endeavors may be found in the tenacity of purpose and the unswerving quest for truth of the discoverer of America; and WHEREAS, in order to perpetuate the memory of this daring explorer and his glorious feat, the Congress by a joint resolution approved April 30, 1934 48
Stat. 657, authorized and requested the President to issue a proclamation desig nating October 12 of each year as Colum bus Day:
NOW, THEREFORE, I, HARRY S.
TRUMAN, President 6f the United States of America, do hereby designate Thurs day, October 12, 1950, as Columbus Day;
and I direct th at on that day the flag of the United States be displayed on all Government buildings. I also invite the people of the United States to observe the anniversary in their homes, schools, churches, or other suitable places, with appropriate ceremonies.

DONE at the City of Washington this third day of October in the year of our Lord nineteen hundred and seal fifty, and of the Independence of the United States of Amer ica the one hundred and seventy-fifth.

section 4 j of the Selec tive Service Act of 1948, as amended by the act of September 9,1950, Public Law 779, 81st Congress, provides in part as follows:
w hereas
j The President shall establish a Na tional Advisory Committee which shall ad vise th e Selective Service System and shall coordinate th e work of such State and local volunteer advisory committees as may be es tablished to cooperate with th e Natibnal Advisory Committee, w ith respect to th e selection of needed medical and dental and allied specialist categories of persons as re ferred to in subsection 1. H ie members of Idle National Advisory Committee shall be selected from among Individuals who are outstanding in medicine, dentistry, and th e sciences allied thereto, b u t except for the professions of medicine and dentistry, it shall not be mandatory th a t all such fields of en deavor be represented on th e committee.
In th e performance of their functions, th e National Advisory Committee and the State and local volunteer advisory committees shall give appropriate consideration to the re sp e c
tive needs of the Armed Forces and of th e civilian population for th e services of med ical, dental, and allied specialist personnel;
and, in determining th e medical, dental, and allied specialist personnel available to serve th e needs of any community, such comm it tees shall give appropriate consideration to th e availability in such community of med ical, dental, and allied specialist personnel who have attained th e fifty-first anniversary of their b irth ..
NOW, THEREFORE, by virtue of the authority vested in me by the said section 4 j of the Selective Service Act of 1948
as amended, it is ordered as follows:
1. There is hereby established the Na tional Advisory Committee on the Selec tion of Doctors, Dentists, and Allied Specialists hereinafter refered to as the Committee, which shall be composed of such members as may be appointed by the President, and the chairman of which shall be designated by the Presi dent.
2. In performing its functions, as pre scribed by the said section 4 j of the Selective Service Act of 1948 as amended, the Committee shall consult with the Director of Selective Service and with Continued on p. 6779
